job description - Transformation Officer

  • Managing, at the regional level, all statutory and related aspects impacting the National Road Network in accordance with the SANRAL Act. Protection of all national road infrastructure by ensuring compliance with all applications for work inside and/or developments affecting national routes. Including management of survey / commercial development application-related matters.

MINIMUM REQUIREMENTS:

  • A BTech degree or equivalent in Civil Engineering.
  • At least ten years relevant experience.
  • Registration with ECSA and SACPCMP is a requirement

Knowledge and experience in the following are a requirement:

  • Labour Intensive Construction Methods (LICM),
  • Working with local communities, on BBBEE Legislation, Codes of Good Practice and the Sector Charters or Skills management,
  • Understanding of Fronting for B-BBEE purposes, Good technical/engineering knowledge of processes of construction/designing
  • Knowledge of relevant industry standards and specifications and relevant legislation.

WORKING CONDITIONS / INHERENT REQUIREMENTS OF THE JOB:

  • Ad hoc travel;
  • Attend cluster meetings as and when required;
  • Driver’s License;
  • Work is normally performed in a typical office environment, including site visits as and when required.

KEY RESPONSIBILITIES:

Identification of Projects

  • Participate in identifying and prioritizing projects that are suitable for the development of the developments of the service providers (consultants and contractors) using data from relevant management system (e.g. PMS/BMS/IMS/TMS) and personal knowledge.
  • Prepare annual budget and proposed programme based on requirements of the project.
  • Identify subcontracting opportunities or small contractors i.e. CIBD Graded 1 — 6.

Procurement Management

  • Participate as an observer in the evaluation of tenders and appointment of relevant service providers.
  • Check and monitor relevant scope documentation for appointment of service providers to align with SANRAL's transformation policy objectives.
  • Prepare relevant tender documentation, in association with consultant, based on the scope of the project.
  • Attend site inspections and brief service providers on services required for project.
  •  Participate as an observer in the adjudication of tenders and reviews recommendations by consultants at regional level.
  • Participate in the bid scope meeting at regional level.

Project Management

  • Visit sites to monitor progress against the SMME development plan.
  • Attend monthly project meetings as required.
  • Monitor performance of projects through regular meetings with Project Managers, SMMEs and training providers.
  • Conduct regular audits on the training and development programme.   Mentor small (developing) service providers (consultants, contractors and suppliers).

Identify and lists project-related risks.

Specialist Support

  • Actively participates in activities of relevant technical clusters.
  • Provide opinion and recommend appropriate solutions when required on the Transformation policy, principles and objectives.
  • Provide advice and guidance on training programmes (including content) for service providers and skills training.
  • Share knowledge and experience with colleagues and subordinates.

Supplier Development Helpdesk

  • Manage the regional supplier development help desk at regional level.
  • Facilitate the engagement between emerging suppliers and SANRAL's strategic partners.
  • Attend to queries by emerging suppliers.
  • Investigate and/or escalate complaints/ allegations from emerging suppliers.
  • Supply appropriate information through the helpdesk regarding SANRAL projects and other operations.

Communication Management

  • Maintain good working relationships with colleagues in other regions and/or areas of expertise.
  • Cultivate and maintain good working relations with key stakeholders' consultants and contractors.
  • Respond to public queries on projects.
  • Prepare responses required on projects at all levels including parliamentary responses.
