job description - Toll Network Manager

  • The Toll Network Manager is responsible for the strategic management, direction an oversight of the toll operations (CTROM & ORT) as well as the management of toll concessions.

MINIMUM REQUIREMENTS:

  • A B. Eng / Bsc in Civil Engineering
  • At least ten years working experience in the road / transport industry.
  • At least five years working experience in Toll Management and operations.
  • At least five years senior management experience.
  • Must be registered as a Professional Engineer with ECSA.
  • Must be registered with SACPCMP.

ADVANTAGEOUS:

  • A relevant postgraduate qualification will be an added advantage.

TECHNICAL COMPETENCIES:

  • Extensive civil engineering/road operations expertise and established credibility, including knowledge of the relevant industry and legislative standards and specifications.
  • Deep understanding and knowledge of tolling management, operations and issues in the tolling environment (for both CTROM and ORT).
  • Understanding and knowledge of the technology that enables toll operations, as well as Intelligent Transport Systems (ITS) and Traffic Management Systems.
  • Knowledge and understanding of the local governmental landscape and the regulatory and legislative operating environment

KEY RESPONSIBILITIES:

Toll strategy, planning & policy development

  • Develop and maintain toll strategy models
  • Responsible for toll network planning including strategic toll route and project identification, financial feasibility of toll projects (including Loan Supportable by Revenue model), economic and social impact assessments etc.
  • Manage toll declaration processes
  • Develop and implement policies and procedures related to toll, road funding and business development that are workable within economic and political environment
  • Identify business development opportunities, in conjunction with Business Development, related to SANRAL legislation and policies

Toll Advisory Services & support

  • Provide technical toll advisory services (related to both CTROM and Open Road Tolling) on SANRAL projects across the regions and recommend appropriate solutions when required
  • Provide specialist support to other African countries related to toll and transportation matters in terms of SANRAL’s business development strategy
  • Assist policy makers (Dept. of Transport/National Treasury) with the development of best practices for user pay road funding options
  • Act as the chair for relevant tolling functional working group within SANRAL / Nationally / Internationally as and when required
  • Monitor the performance of individuals in the Tolling division and provide feedback to enable professional growth

Toll Operations management & oversight

  • Review and approve tender documentation for the appointment of consultants and contractors. Liaise with Supply Chain Management during the evaluation of responses.
  • Oversee management of CTROM and ORT contracts to ensure effective contract management
  • Monitor performance of toll projects
  • Manage audit findings and ensure timeous and accurate responses to queries
  • Monitor financial performance to ensure the toll projects remain financially feasible and within budget
  • Review and approve payment certificates

Toll concessions management

  • Day to day management of SANRAL toll concessions as Implementing Authority (IA) representative
  • Develop, negotiate and finalise toll concession contracts
  • Monitor compliance in terms concession requirements, and resolve contractual concession and Independent Engineer (IE) matters
  • Review and approve all designs submitted by the Concessionaire for improvements, rehabilitations and new construction
  • Evaluation and monitoring of concession financial model
  • Manage and review information submitted by Concessionaire and prepare management reports
  • Manage the transition back to SANRAL at the end of concession contracts
  • Manage existing unsolicited bids
  • Identify and assess potential new PPP’s (local and international) in line with SANRAL’s policy
