job description - Financial Controller
- To render the processing of creditors/contract and project management accounting services to the Eastern Region and to achieve and maintain good governance practices with adherence to specific norms and standards, according to relevant legislation; The efficient management of resources and time; achieve financial sustainability. To develop and maintain cooperative working relationships with internal and external stakeholders and to ensure required business results.
MINIMUM REQUIREMENTS:
- The incumbent must have a Diploma /National Diploma or appropriate NQF 6 qualifications in Accounting / Commerce
- 3-5 Years of relevant experience
- Experience and knowledge in public sector SCM / finance processes and legislation will be advantageous.
ADVANTAGEOUS:
A relevant postgraduate qualification will be an added advantage.

The successful candidate will be able to effectively demonstrate the following:
- The ability to demonstrate attention to detail and solve problems in a timely manner. The incumbent should exhibit sound and accurate judgment and work well under pressure with good interpersonal and analytical thinking skills
- Working knowledge and understanding of the Preferential Procurement Policy Act (PPPFA), Public Finance Management Act (PFMA), Treasury Regulations (TR), National Treasury Practice Notes, The Broad-Based Black Empowerment Act (BBBEE) and SCM Guidelines
- Time management – able to work under pressure.
- Planning, organizing, and high level of administrative skills.
- Good communication and stakeholder liaison skills.
- Excellent Computer proficiency.
WORKING CONDITIONS / INHERENT REQUIREMENTS OF THE JOB:
- Ad hoc travel;
- Attend cluster meetings as and when required;
- Driver’s License;
- Work is normally performed in a typical office environment, including site visits as and when required.
KEY RESPONSIBILITIES:
Management of Contractors, Consultants, and trade creditors’ payments
- Ensure accuracy and timeous payment of payment certificates;
- Ensure accurate and timeous payment of creditors;
- Ensure adherence to all relevant policies and procedures (PFMA and SCM);
Management and protection of assets:
- Ensure correct management of petty cash;
- Ensure that all the memorandums of agreement, tender, and contract documents are received and stored safely;
- Manage SANRAL’s asset register effectively;
- Maintain good corporate governance in terms of risks and audit requirements.
Administration & Maintenance:
- Perform site audits;
- Management of general office administration;
- Vendor registration;
- Accurate reporting;
- Maintains good working relationships with colleagues in other regions and/or areas of expertise;
- Cultivates and maintains good working relationships with key stakeholders, consultants, and contractors.
