job description - Senior Short-Term Expert (Waste Sector)


  • Education and Training: Minimum Qualification: relevant University Degree, preferably M.Sc, or equivalent, in Environmental Sciences, Policy, Engineering, or Economics or other related fields (e.g. Waste Sector).
  • General Experience: Minimum of 10 years’ professional experience in missions with similar tasks, out of which at least 3 years in African countries; Experience in the field of climate change, and specifically in capacity building for the GHG inventories, and development of GHG inventory tools.
  • Specific Experience: Knowledge in (i) knowledge in transparency framework and reporting requirements based on the UNFCCC and Paris agreement (ii) thorough knowledge and hands-on experience with the 2006 IPCC Guidelines and IPCC software; (iii) familiar with 2019 Refinement for the 2006 IPCC Guidelines; Specific Experience with GHG monitoring using IPCC software and reporting requirements under UNFCCC (e.g. national communications, biennial update reports, etc.); Carried out at least two assignments of a similar nature in developing countries, Nigeria would be an asset.

Provisional Date and Duration of the Mission
The duration of the Mission is estimated at 109 Working Days spread over a period of 15 months in Abuja (Nigeria), according to the provisional Work Schedule found below.

Task 1.1: Development of data collection templates at sub-sectoral levels based on different Tiers methodology requirements;

Task 1.2: Identification of relevant data collection tool.

Task 2.1: Identification of training needs of the stakeholders (through a mapping of the skills required for the GHG inventories and a comparison with skills available within the stakeholders) and designing of a customised training programme taking into account the stakeholders’ training needs and the envisaged objectives;

Task 2.2: Development of a training manual for the GHG inventory in the waste sector;

Task 2.3: Preparation of the training materials.

Task 2.4: Conducting of two (2) sessions of a hands-on training workshop, with 25 participants, on the use of GHG inventory 2006 IPCC methodologies and GHG inventories tools (IPCC software, IPCC Emission Factor Database, Tasks 1.1 and 1.2 outputs, etc.);

Task 2.5: Evaluation of the workshop and making use of the feedback to provide information for follow-up training as appropriate;

Task 2.6: Drafting of the report from the training workshop.

Task 3.1: Designing of the protocol for the conduct of the pilot exercise and preparation of the pilot exercise materials taking into account Task 2.4 output, the stakeholders’ training needs and the envisaged objectives

Task 3.2: Conduct the pilot exercise with stakeholders, including preparing and delivering targeted online training sessions on priority and key thematic areas (data collection and gap filling, Cross-cutting issues, QA/QC, etc.), dedicated coaching sessions on emission estimates and reporting, review of submitted reports, the use of GHG inventory tools and software, etc.;

Task 3.3: Development of a multi-annual improvement plan for GHG inventories in the waste sector;

Task 3.4: Evaluation of the pilot exercise;  

Task 3.5: Drafting of the report from the pilot exercise.

June to September 2023

Global Provision for Use of Incidental Expenditure for a Mission:

  • If the activity is to be financed by the Incidental Expenditure, a detailed Excel Sheet is needed for indicating the breakdown of the budget details.
