job description - Consultant


  • USAID funded POM plans to conduct assessments in Abuja Federal Capital Territory, FCT to identify state-specific gaps that relate to medical products sale quality assurance and regulatory systems.
  • The review will focus on PPMVS and CPs operators, state-level regulators and interest interviews.
  • These findings will be used to subsequently develop action plans that will help improve the quality of medical products sold at these metal points

Activities
The consultant will conduct the following activities under the supervision of the POM activity lead:

  • Participate in review of assessment tools Implement agreed task at state level during the assessment exercise.
  • Engage key POC actors in the medical products regulatory and quality assurance system sector paying close attention to retail aspect - via key informant interviews and focused group discussions.
  • Serve as lead/co-lead during the assessment.
  • Represent POM+as directed by the activity lead Conduct a comprehensive assessment.
  • Collect data and information required for an in-depth understanding of the strength, gaps, weakness and opportunities in the retail medical products space.
  • Follow up with assessment and action plan development.
  • Attend meetings requiring their presence Prepare details reports of the trip Prepare report.
  • Any other duty assigned.
  • Work under the supervision of the activity technical lead to strengthen the regulatory and quality assurance systems after the state RQAS assessment.
  • Serve as Point of contact for PQM+ program at state level.
  • Represent PQM+ as directed by the activity technical lead.
  • Mobilize community pharmacies and patent medicines shops and their operators to participate in agreed activities.
  • Participate in outlined activities to enhance the quality of medical products, practice, premises/shops, and services offered.
  • Implement agreed task to improve the regulatory and quality assurance systems (RQAS).
  • Engage key actors in the medical products regulatory and quality assurance system sector paying close attention to retail aspect.
  • Collect data and information required for an in-depth understanding of the strength, gaps, weakness and opportunities in the retail medical products space.
  • Follow up with POC on agreed action plans, activities or decision.
  • Attend meetings requiring their presence.
  • Prepare details reports of activities conducted.
  • Perform any other duty assigned.

Deliverables:

  • Trip report
  • Filed and verified questionnaires and tools.
  • Assessment report.
  • Specific action plan Post assessment.
  • Weekly and monthly reports showing activity implementation and status.
  • Meeting notes and training reports or any other report assigned by technical lead.
  • Technical reports and papers for publication in reputable journals assigned by technical leads.
  • Other deliverables as requested.
  • Collect data for MEL indicators from activities implemented with the inspectors, community pharmacy and patent medicines vendors, other stakeholders on retail regulatory and quality assurance systems.

Qualifications

  • Pharmacist with over 15 years work experience that covers public and private sector medical products sector.
  • In-depth knowledge of supply chain of medical products and quality assurance systems Previous experience working with Pharmacist Council of Nigeria, NAFDAC, PSN, ACPN, NAPPMED.
  • Previous experience working with Community Pharmacists and Patent Proprietary Medicines Vendors and distributors of medical products.
  • Excellent advocacy, communication and report writing skills.
