job description - Award And Subaward Manager


  • Manages the contractual and performance functions of a global awards and subawards portfolio, ensuring adherence to Pathfinder and donor standards, policies and regulations.
  • Trains and builds capacity of Country Subaward Administrators to design, administer, and monitor subawards to local organizations.
  • Develops and revises manuals. Develops and delivers subaward management trainings to Pathfinder US and Country Offices.
  • Stays abreast of changes in donor rules and regulations and disseminates information globally. 

Key Performance Areas - Major Activities / Responsibilities
Award Administration:

  • Serves as official liaison with donor contracts representative.
  • Negotiates prime awards with donor/prime awardee. Drafts and submits approval requests

Award Compliance:

  • Monitors terms of agreements of awards for compliance.
  • Ensures that Pathfinder and donor rules and regulations on grants management are properly followed and adhered to

Subaward Administration & Oversight:

  • Administer large US and international subawards. 
  • Oversees the administration of host country subawards including determination of subaward mechanism, developing subaward templates, subaward modifications, and subaward closeout

Grant Making Process

  • Supports Subaward Administrators in designing project-specific grants manuals. Documents and shares best practices in the entire grant making process, including review of proposals, the selection process, and review of grantee financial documents.
  • Closes out large grant programs. Supports Subaward Administrators in the timely development and issuance of grants based on the budget and ensures cost effective implementation of program.

Capacity Building for NGOs & Training:

  • Supports Subaward Administrators in preparation to build and develop capacity of local NGOs and partner organizations in regulatory compliance. Trains Subaward Administrators and other relevant staff on donor rules and regulations, Pathfinder policies and subaward management manual.

Project Management & GCP Unit Support:

  • Leads, manages or participates in cross functional project teams. Participates in staff meeting, work planning, budget development, policy updates and development, training, GCP risk register management and updates, etc.

Minimum Education and Work Experience

  • Bachelor's Degree in Business, Finance, Accounting, or related field, or a combination of education and experience that yields the required competencies
  • 10 years experience in grants/contracts administration and financial management

Minimally Required Job-Specific Competencies:

  • Award Administration: Ability to negotiate and manage USAID and non-USG prime awards and correspond with donor contracts representative.
  • USAID and non-USG Subawards: Advanced skills in managing USAID and non-USG subawards, including fixed price and cost reimbursable mechanisms under both assistance and acquisition.
  • Grant Making Process: Advanced knowledge of the grant making process, including procedures, tools, roles and responsibilities.
  • Financial Analysis and Reporting: Ability in analyzing financial documents, projections, expenditures, and accrual.
  • Training and Development: Ability to develop and deliver training and information sessions to Country Subaward Administrators, US partners, and local subawardees.
  • Donor Compliance: Advanced knowledge of donor rules and regulations under both assistance and acquisition mechanisms. Ability to exercise critical thinking and strategically advise Pathfinders on creative solutions to barriers imposed by donor rules and regulations.

Minimally Required Organizational Competencies:

  • Software Applications: Advanced knowledge of MS Office products, including MS Word, Excel, Outlook, and PowerPoint.
  • Passion for Sexual and Reproductive Health Services: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
  • Languages: Advanced writing and speaking skills in the English language.
  • Influencing: Proven ability to influence others at all levels within the organization.
  • Organization, Planning and Multi-tasking: Advanced organizational and planning skills, project planning and management skills. Proven ability to set priorities, meet deadlines and multi-task with minimal supervision.
  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented, and ability to manage stress effectively in a fast-paced environment.
  • Matrix Management: Ability to thrive in a matrixed organization.
