JOB TITLE: Marine Supervisor EA
JOB LOCATION: Port Harcourt, Rivers

JOB DETAILS:
- To act as Asset Operator as defined in the Offshore Division Asset Management Policy and as defined accountable in Part 3 of the facility HSE Case.
- To supervise marine and tanker system operations and the air and supply boat logistics on and to the installation to ensure that activities in support of operations can be conducted in a timely, safe and cost-effective manner.
- To provide advice, guidance and assistance to the Offshore Installation Manager, Operations Supervision, Safety Representatives and workforce with regard to the implementation of the Company safety policy and SPDC Offshore safety programme.
- To act as the focal point for management aspects of industrial safety, accident and fire protection, environmental affairs and occupational hygiene.

- Management of marine movements within 5000m zones of the FPSO’s and their associated facilities including the OGGS riser jacket and SPM.
- Operation of the catering and deck lifting contract on behalf of the OIM
Networks with:
- Offshore Installation Managers, Technical Support Engineers, Verification Engineers, Maintenance Team Leaders and Maintenance Engineers, Capability Management Team, Pipeline Engineers, Offshore Logistics Superintendent, Head of Offshore HSE Services, Offshore Division Business Support, Drilling Engineers and Supervisors, contractors, OEM Vendor Representatives, Govt agencies, Cargo Surveyors
Accountabilities
- Establish and maintain a functional relationship with the Onshore Senior Marine Supervisor and safety function
- Control expenditure and ensure that correct documentation is maintained for relevant contracts
- Monitor relevant contractor performance offshore
Marine & Helicopter Activities:
- Ensure that supply vessel operations are carried out in a safe and timely manner
- Ensure that helicopter operations are carried out in accordance with Company policy to meet operating requirements and that related equipment is properly maintained
- Control marine activity to ensure that standby vessels conform to installation operational safety requirements, anchoring/survey/diving operations in the vicinity of the installation are conducted safely, and bulk and general transfers to and from the installation are also performed safely
Cargo Handling Systems:
- Ensure that the loading, transfer and discharge of crude oil is carried out in a safe and efficient manner
- Ensure all cargo handling systems are employed and functioning as designed to ensure the safety and integrity of the installation
- Supervise the production of detailed loading/discharge plans maintaining vessel stress and bending moments within acceptable limits at all times
- Supervise the use of inert gas in order to maintain a safe and positive pressure regime in the cargo spaces at all times
Ballast Handling Systems:
- Ensure the loading, transfer and discharge of ballast water is carried out in a safe and efficient manner
- Ensure all ballast handling systems are employed and functioning as designed to ensure the safety and integrity of the installation
- Supervise the utilisation of ballast systems in order to ensure the installation does not exceed minimum or maximum draft requirements, stress or bending moment parameters
Offtake Systems:
- Ensure that the operational readiness of the SPM is maintained at all times, and that hoses and hawsers are inspected, tested, maintained and changed-out in accordance with Company requirements.
- Ensure that the deployment, utilisation and recovery of the offtake systems are carried out in a safe and efficient manner.
- Ensure that sufficient replacement offtake equipment is on board or available to minimise downtime in the event of component failure
- Supervise the offtake operation in conjunction with the Operations Team
Tank Management:
- Ensure tank atmosphere monitoring equipment is available and functioning
- Supervise all tank cleaning activities
- Supervise all tank entries
Safety Management System and Safety Case:
- Assist with the ongoing maintenance of the Safety Case and the implementation of the Safety Management System on the installation
- Audit and monitor the activities specified in the SMS Activity Catalogue
Safety Programme:
- Assist with the development and implementation of the installation safety programme in line with the Business safety objectives, Business Unit Safety Plan, team and individual tasks and targets
- Promote and maintain safety awareness through installation safety meetings and general contact and communication (see also safety training) including protection of the environment and occupational hygiene
- Promote the installation safety initiatives which may include an Award Scheme to cover all installation personnel
- Supervise specialist equipment inspection and maintenance contracts.
This includes proposals to the Installation Manager on the purchase of new/replacement safety equipment and obtaining advice as necessary from the Safety and Environmental Affairs Department
Permit to Work System:
- As the System Auditor, audit in a systematic manner the application of the permit to work system and advise management and supervision as necessary with regard to compliance
- Act as Asset Operator under the permit to work system for all lifeboats and escape system facilities, cargo handling and tank management systems. Ensure that all relevant safety equipment and systems are maintained in an operable condition
Administration:
- Establish and maintain an up-to-date safety library and information system for company procedures and codes of practice.
- Advise installation management on items arising from safety audits, safety alerts etc, including follow-up action arising from DEn, DoT, HSE and Certifying Authority inspections, that require to be concluded speedily and satisfactorily
- Provide input to installation job pre-planning through management meetings
Monitoring:
- Monitor the general state of work sites and safety awareness and behaviour of personnel through systematic auditing, inspection and review of working practices
Safety Meetings:
- Assist installation management and supervision to improve safety awareness through installation safety meetings by drawing attention to particular problem areas and advising of safety information. Act as installation focal point for safety themes, providing necessary external professional advice and assistance to other users. Monitor the action points arising from the installation’s safety meetings
Environmental Control:
- Co-ordinate matters related to protection of the environment including routine overboard discharge, waste emissions, waste reduction and reporting of spills
Safety Training:
- Assist installation supervision with the training of personnel in the following activities – tank entry and confined space entry procedures, use of breathing apparatus (BA), gas testing including search and rescue
- Advise the Installation Manager of necessary safety-related input to Change Proposals when initiated on the installation

Field Security:
- Act as Port Facility Security Officer in line with ISPS requirements
- As the offshore Field security focal point, liase closely with other In-Field vessels and units on security issues
- Ensure that the nominated Field Security Vessel is performing its duties effectively
- Maintain proper security documentation, including ISPS required data
What We Need From You?
- Valid STCW95 Deck Officer Class 1 certificate with tanker endorsement. A Deck Officer Class 2 certificate may be acceptable subject to relevant experience.
- A minimum of 10 years sea time on tankers, including VLCCs.
- GMDSS qualified
- The incumbent must be qualified to undertake the duties of a Permit Signatory and System Auditor.
- Competency in the management of major emergencies and permit to work and work management systems is required.
- Experience in man-management in the field of loading and discharging supply vessels and knowledge of helicopter operations are desirable.
- A sound knowledge of marine offtake operations, terminal operations, the handling of crude oil and ballast systems including the use of associated safety systems, and hands-on experience with submerged FRAMO pumping systems and inert gas generators is essential.
