JOB TITLE: Shelter Technical Supervisor

Role Objectives
- Besides forced displacement & deepening humanitarian needs, harsh weather conditions characterized by severe windstorms, heavy rains & flash flood events in 2024, directly affected households across 75 Internally Displaced Persons (IDPs) sites & host communities in Adamawa, Borno, Bauchi, Sokoto & Yobe states. These incidents resulted in varying degrees of damage to camp infrastructure, including shelters.
- In comparison to 2023 this year there is a 28% increase in the number of affected individuals, these events have also increased in severity. This has undermined the progress made in enhancing the resilience of communities, particularly the over 1.2 million IDPs, who are now exposed to a multitude of protection & health risks.
- Our clients activities in Shelter & Non Food Item (S & NFI)response have been tailored to post flood response to assist people affected by riverine & flash floods in Borno, Bauchi & Sokoto states.
- In Borno state, the response will specifically focus on floods affected LGAs of Bama, Monguno, Dikwa, Ngala & MMC / Jere. Working under the overall supervision of the Shelter – NFI Project Officer & the direct supervision of the Shelter & NFI Project Assistants, the selected candidate will be responsible for supporting in the planning, implementation, monitoring & reporting of S & NFI activities, including but not limited to:
- Plan & analyse all possible construction methodologies & recommend the best & suitable options prior to execution at the sites.
- Interpret designs, technical drawings & related documents & applicable standards or specifications prior to execution of any construction work.
- Conduct site assessments prior to any construction works & in support of site planning activities.
- Carry out overall supervision of construction, site development & site improvement works & report any delays or irregularities in the work to the supervisor for immediate action.
- Manage directly & provide technical support to carpenters & workers on site & ensure adherence to designs, standards, safety & quality.
- Prepare & share regularly progress reports & status reports of on going construction activities.
- Verify the quality & quantities of materials transported to the construction sites, liaising with warehouse & quality control colleagues & timely reporting non conformities & other issues to the relevant managers.
- Assist in estimating quantities of materials, equipment & labour required for specific construction, repair & rehabilitation works.
- Orient the local community members & other relevant stakeholders about the project interventions.
- Assist in preparing Bill of Quantities (BOQs) for different type of shelter solutions as required.
- Conduct damage assessments & prepare schedule of dilapidation.
- Assist other units with any requests for BOQs & construction supervision, as prioritized by the Program Manager.
- Assist with renovation & construction works for our clients field accommodation, as prioritized by the relvant manager.
- Conduct any market assessment required for construction materials for updated price.
- Assist contractors & workers on site in interpreting designs, technical drawings, site plans & study the relevant documents & applicable standards or specifications prior to execution of any construction work, when required.
- Maintain systematic record of all documents related to a project, reports / pictures etc.
- Assist in planning & implementation of distributions, conducting assessments & feedback surveys of shelter unit as required.
- Coordinate internally with relevant units & with external stakeholders in field locations in order to carry out the construction works.
- Perform any other duties as assigned.
- Any other task not listed above when requested by the supervisors.
Project reporting:
- This role will work under the overall supervision of the Shelter – NFI Project Officer & the direct supervision of the Shelter & NFI Project Assistants.
Requirements
- Diploma in Architecture, Civil Engineering, Urban Planning from a recognized institution with a minimum or 2 years of work experience in shelter & construction preferably in humanitarian context.
- A sound knowledge of the building industry, local construction techniques & materials.
- Ability to use design software & Microsoft Office suite, as well as GPS devices.
- Ability to work quickly, accurately & pay attention to detail.
- Willingness to assist efficiently in a very busy project environment.
- Ability to meet deadlines & work under pressure.
- Ability to present clear, concise information, good written & verbal communication skills.
- Ability to work effectively & harmoniously with colleagues from varied cultures & professional backgrounds.
- Familiar in working with design tools. Auto CAD.
- Familiar in working with Microsoft Office such as Word & Excel.
- Fluency in English working knowledge of one additional local language (Pidgin & Hausa) is required.
