JOB TITLE: Data Officer – Research Data Analyst

JOB DETAILS:
- The Institute of Human Virology, Nigeria (IHVN), through funding from The Global Fund (GF), will be implementing the Grant Cycle 7 (GC7) grant, a combined TB &HIV effort pivotal to transforming TB & HIV programs.
- Under the leadership and coordination of the National AIDS and STDs Control Programme (NASCP), the National TB and Leprosy Control Programme (NTBLCP), and the National Agency for the Control of AIDS (NACA), this project will increase the identification of all forms of TB cases in the community and ensure prompt access to high-quality, patient-centered prevention and treatment through a Nationwide coverage of TB Public-Private Mix active TB case finding effort, and Community TB testing.
- The HIV component of the grant will focus on four states (Ebonyi, Anambra, Kwara, and Gombe) for end-to-end HIV comprehensive services, community PMTCT scale-up in all states, PrEP in the four GF-supported states and in other states where PEPFAR IPs will be operating, and support harm reduction program (specifically needles and syringes) in 12 states.
- Other focus areas include Health Systems Strengthening/Resilient and Sustainable Systems for Health (RSSH) and National level support activities.
Position Overview
- Under the supervision of the IRCE Data unit lead, the data officer (analyst) will support the implementation of TB/HIV research activities under the GC7 Global Fund grant at the International Research Center of Excellence (IRCE) of the Institute of Human Virology Nigeria (IHVN).
- The analyst will analyze large datasets related to TB/HIV integration and outcomes, ensuring accurate data collection, quality assurance, and generating actionable insights that will guide evidence-based interventions.
- The role involves working closely with program teams, data manager, research officers and socio-behavioral researchers to provide comprehensive analysis that supports program decision-making and reporting.
Education and Experience
- Minimum of bachelor’s degree in health informatics, Public Health, Medical Statistics/Statistics/Biostatistics, Data Science, or related field.
- Master’s degree in health informatics, Medical Statistics/Statistics/Biostatistics, Data Science, or Public Health or a related field is preferred.
- At least 2- 4 years post NYSC practical experience in health data management, health informatics, database administration, or a related field. Experience with project management may be advantageous.
- Adept in qualitative and quantitative data management, analysis and research with at least one relevant publication in a recognized local/international journal.
Required Competencies
Statistical Analysis:
- In-depth understanding of statistical principles, theory and applications to health data
- Proficiency in statistical methods and tools (e.g., SPSS, STATA, SAS, R, Python) for data analysis.
- Ability to interpret, report and present complex analysis to non-statistical audience in simple language
Data Management:
- Skills in database management systems e.g., SQL, MS Access.
- Familiarity with electronic data capture systems (EDCs) such as REDCap, ODK Kobo tool etc.
- Ability to conduct data quality check to improve data completeness/accuracy
- Ability to perform data wrangling/cleaning processes for onward data analysis
Data Visualization:
- Ability to create clear, informative visualizations using tools like Power BI, Tableau, or matplotlib.
- Ability to use MS Excel for data management, analysis and visualization
Programming Skills:
- Familiarity with programming languages (C++, Python, R) for data manipulation and analysis.
- Knowledge and proficiency in data science methods is desirable
Epidemiological Methods:
- Understanding of epidemiological concepts and study design relevant to HIV/TB research.
- Proficiency in performing and interpreting epidemiological data analysis
Public Health Knowledge:
- Familiarity with public health principles, particularly related to infectious diseases like HIV and TB.
- Ability to deduce HIV and TB statistics/literatures to support research
Regulatory Compliance:
- Understanding of ethical guidelines and regulations (e.g., HIPAA) governing health data.
- Familiarity with reporting requirements/guidelines for public health organizations.
- Sound knowledge and practice of ethical principles in conduct of public health research
Analytical Skills:
- Critical Thinking: Ability to analyze complex datasets, evaluate and draw actionable/meaningful conclusions or insights.
- Problem-Solving: Skills to identify issues within datasets and develop effective solutions.
Communication Skills:
Report Writing:
- Proficiency in writing clear and concise reports for various stakeholders.
- Ability to prepare detailed reports of data analysis for article publication.
Presentation Skills:
- Ability to present complex data findings to non-technical audiences effectively.
Collaboration and Project Management:
Team Collaboration:
- Experience working in multidisciplinary teams, often involving researchers, healthcare professionals, and policymakers.
- Excellent communication skills with teamwork approach
Project Management:
- Skills in managing timelines, resources, and deliverables for research projects.
- Knowledge of HIV/TB project monitoring and evaluation frameworks
- Conduct complex data analysis using statistical software (e.g., R, STATA, SPSS, SAS, or Python) to identify key trends, correlations, and outcomes related to TB/HIV integration.
- Create detailed data reports, dashboards, and visualizations to communicate findings to program teams, stakeholders, and donors.
- Present analysis findings and recommendations to support the development of evidence-based strategies for TB/HIV interventions.
- Support the design of data collection instruments, such as questionnaires and electronic data capture systems (e.g., REDCap).
- Support M&E activities by providing relevant data insights that monitor program performance and progress toward TB/HIV grant objectives.
- Assist in the preparation of grant progress reports and donor updates, ensuring accurate and timely submission of data
- Participate in meetings with internal and external stakeholders to provide updates on data trends, challenges, and recommendations.
- Prepare, review and support manuscript development for the HIV/TB outcomes journal publication
- Support the development/review/update of standard operating procedures for data analysis and visualization practices
- Perform any other task assigned by the data lead for data management deliverables.
