JOB TITLE: Logistics Coordinator

- These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees.
- In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Mubi, Pulka and Gwoza.

- If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Logistics Coordinator to join our team in Jos, Plateau State.
- The Logistics Coordinator is to implement delegated areas of logistics responsibility and deliver a variety of related activities, including compliance; capacity building of staff; procurement planning; market assessment/survey; high-value procurement; management of warehouse, and fleet; assets; securing supporting documentation/archiving; reporting and coordination for the NRC Jos office.
Responsibilities
Generic responsibilities:
- Ensure adherence to NRC policies, handbooks, guidelines, SOPs, and donor requirements/compliance.
- Coordinate timely operational planning and management of logistics activities.
- Ensure that country-specific SOPs regulate procedures at the Area Office level and perform periodic checks.
- Coordinate market assessment/survey within the scope and request of program/project developers.
- Prepare and submit reports and analyses.
- Support line managers in procedures and require support team training related to logistics.
- Provide anti-corruption, transparency, and cost-efficiency focus on all processes (e.g. in procurement, vehicle management, asset management)
- Ensure proper filing of all support documents.
- Perform other duties as assigned by the Line Manager
- Implement organizational Global Logistics Handbook procedures and ensure compliance with donors and organizational policies.
- Support the development and /or review of the Country Logistics SOPs and their implementation at the area office.
- Ensure capacity building of the logistics team in the area and field offices.
- Handle complex and high-value tenders and ensure they comply with NRC and donor procurement and financial guidelines.
- Participate in market assessment/surveys, due diligence, and vendor rating exercises.
- Ensure all agreements and contracts are either extended or re-tendered in time and to process the newly requested tenders based on the tender time plan.
- Participate in all relevant meetings, ensuring proper communication and coordination with other departments and support in providing technical information where relevant.
- Support preparing Project Procurement Plans and consolidating and reviewing the Area Procurement Plan.
- Ensure that the Procurement Tracker and Contract Follow-up sheet are accurate and updated before being shared as updates with all staff.
- Consolidate quarterly reports on the performance of suppliers and service providers and highlight suppliers with poor performance.
- To ensure that stock reports and documentation are accurate, updated regularly, and spot checks are conducted.
- Ensure all NRC Area Office South vehicles and generator reports are accurate, and monthly usage analysis is conducted.
- Ensure the Agresso Asset Register and Inventory list are accurate and conduct quarterly reconciliations. Participate in mid-year asset and warehouse physical/verification within the area and field offices.
- Provide monthly reports on all logistics activities and ensure logistics KPIs are achieved; report posted promptly on O365 for Logistics Managers/designated review.
- Contribute to identifying opportunities to implement cash-based interventions and market-based programs by participating in assessments and response analysis discussions.
- To undertake any other duties assigned by the line manager.

Scale and Scope of Position
- Stakeholders: Internal and external auditors, relevant governmental bodies and departments, INGOs and UN organisations, suppliers and donors.

- Information: Agresso, COTER, e-Sourcing platform
- Legal or compliance: Suppliers contracts, legal country framework for taxation, donors and government procurement and assets disposal regulations, and organizational compliance
Qualifications
Generic professional competencies for this position:
- Experience from working within technical expertise area in a humanitarian/ recovery context.
- Previous experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in English both written and verbal.
Context/specific skills, knowledge and experience:
- Minimum 5 years experience in Supply Chain Management at a senior level, preferably within a humanitarian context.
- Qualification requirement: Essential degree and specialization in Logistics and/or Supply Chain Management, preferably professional qualifications such as CIPS L4 or higher, APICS Certification (CSCP, CLTD, CTS, CPIM).
- Good working knowledge of international supply chain operation
- Experience and knowledge of key institutional donor’s procurement rules and regulations;
- Proven management experience, including training and capacity building of national staff;
- Strong interpersonal and communication skills.
- A high level of computer literacy.
- Fluency in English, both written and verbal
