JOB TITLE: Director, Procurement
JOB LOCATION: Owerri, Imo
JOB DETAILS:
The Director of Procurement is a person in charge of purchases and supplies in the Polytechnic, creating and implementing procurement policies and maintaining vendor relationships. His functions include:
- Overseeing logistics, planning and purchasing to ensure the consistency, cost-effectiveness, efficiency and adequacy of the procurement process.
- responsible for overseeing and facilitating the purchasing strategy, supervising teams of subordinate staff in purchasing, and ensuring all employees and processes meet the standards and designations for work quality.
- Maintaining an in-depth knowledge of the market to ensure best value and practices are maintained. Developing a procurement plan and ensuring that it is clearly communicated
- Forecasting ongoing demand for goods and services
- Negotiating contracts and service agreements with suppliers
- Researching options to source best value products and services
- Forecasting price trends and prediction
- Plan policies and procedures for efficiently, honestly, economically and productively purchasing goods for supply chain production and operation.
- Establish essential guidelines for approving purchase orders, set purchasing policies, manage inventory budget for materials and continuously consider stock requirements, skills and account balances.
- Monitor, review and analyze bids and quotes with suppliers, including the negotiation of service agreements and contracts.
- Oversee sources for purchasing supplies.
- Maintain budget and streamline costs.
Qualifications and Experience
The candidate for the post is expected to possess the following academic qualifications and personal qualities:
- Applicants must possess a good Bachelor’s Degree / HND (minimum of Second Class Lower / Lower Credit) in Business Administration, Accounting, Marketing, Purchasing and Supply/Procurement and Supply Chain, Quantity Surveying, Banking and Finance, Law, Insurance, Economics or any other relevant discipline with at least 18 years post-academic qualification cognate work experience or a Master’s Degree with at least 15 years post-academic qualification cognate work experience.
- The Director of Procurement must be a person of high integrity who demonstrates transparency in public and private lives and is expected to command the respect and loyalty of the staff of the Polytechnic.
- He/she is responsible for the discharge of all procurement processes, preparing annual reports in respect of the central procurement, reviewing procurement policies, regulations and guidelines, advising the Polytechnic on all procurement matters, coordinating the activities of the Procurement Unit and performing other duties as may be assigned.
- He/She must also be receptive to new ideas and willing to translate them into action in line with the visions and missions of the Polytechnic.
- Must be a registered member of the Institute of Purchasing and Supply or any other relevant professional bodies for a minimum of 5(five) years.
- Must provide evidence of sustained professional practice and/or administrative leadership.
- Must be conversant with the business of Public Procurement Procedures and guidelines.
- Must show evidence of involvement in construction and project management.”
- Must be able to work under pressure and meet short deadlines.
- Must be proficient in information and communication technology, and able to use standard software for procurement.
- Applicants must not be more than 50 years of age at the time he/she assumes duty.
- The Candidate must show medical fitness for the Position.
Terms of Appointment and Condition of Service
- The appointment is for a term of 4 (four) years and no more.
- The salary for the position is Consolidated while other terms and conditions of appointment are as provided by the conditions of service of the Federal Polytechnics in Nigeria and as may be determined from time to time by the Federal Government of Nigeria or the Governing Council of the Polytechnic.
- The appointee shall enjoy other benefits of office as may be approved from time to time by the Federal Government.
